Why are disabled people so badly discriminated against in England?

Although there are laws that are intended to make sure that disabled people are not discriminated against, the sad reality is that disabled people are discriminated against in England. Even though it is the 21st century.

For example if you are a disabled person and are unable to work due to a severe physical disability so need to apply for the PIP allowance, you will need a Doctor's letter to support your application. 

And if you need to apply for a disabled person's railcard you will need a Doctor's letter to support your application.

If you need to apply for an England bus pass to help you with your transportation needs, you will also need a letter of support from your Doctor.

However, although you require these letters for your Doctor, you will be charged. From fees from £40 and over.

What if a person is too poor to afford this type of fee? That's too bad. You will not get your letter, so you would then not get the benefit that your disabling condition says that you are entitled to.

Is this right? Is this fair? No. It is not.
